REQUIREMENTS:

a suitable advanced diploma (NQF 7) or bachelor’s degree in the social sciences or a closely connected discipline. An advantage would be an appropriate postgraduate degree. a minimum of three (3) to five (5) years of experience at the junior management level in a setting that prioritises social inclusion and human rights, particularly in the PSET industry (dealing with issues such as equity in terms of race, class, gender, disability, youth development, religion, culture, substance abuse, and HIV/AIDS).

Knowledge and understanding of the PSET system’s legal frameworks, policies, and rules, particularly in relation to social inclusion and equity; knowledge and understanding of the South African Higher Education and Training System, with a focus on university education, skills development, technical and vocational education and training, and community education and training issues.

Knowledge and understanding of the PSET sector with regard to reporting requirements of PSET institutions and entities, the Department of Higher Education and Training, and other government departments; extensive knowledge and understanding of social inclusion and equity, specifically applicable to the PSET system; in-depth knowledge and understanding of the legislative frameworks, policies, and regulations pertaining to social inclusion and equity (of other government departments).

good knowledge and understanding of financial management and administration, as well as how to apply other laws and regulations, such as the PFMA. Computer literate, with excellent oral and written communication abilities. For this position, it is imperative that you have previous experience leading workshops, performing research and analysis, and writing reports.

DUTIES:

Keep track of and prepare reports on the PSET system’s implementation of social inclusion-related Policy Frameworks. Create rules, regulations, expectations, and conventions for social inclusion in the PSET system. Keep track of and report on the application of national, regional, and international agreements on issues pertaining to social inclusion components (such as citizenship, human rights, and PSET system ideals). Create and evaluate social inclusion metrics.

Every five years, create a Social Inclusion Review Implementation Model (SI-RIM) for social inclusion. Create a framework for assessing the 2016 Policy Framework for the Realisation of Social Inclusion in the PSET System; Create policies and templates to aid in the data collection for reporting to various Departments and Chapter 9 institutions. Construct reports for various Departments, Chapter 9 organisations, Portfolio Committees, etc.

Create speeches and speaking notes as needed for the Minister, Deputy Minister, and executive managers. Represent the Minister, the Director-General, and the Department in groups on social inclusion, human rights, citizenship, and values that are established by various departments and Chapter 9 institutions.

Respond to the laws and policies of the government on empowerment, transformation, and equality as well as to global and regional commitments with regard to vulnerable groups. Write reports after conducting research and data analysis. Support the revision and observance of the Calendar of Significant Days. Applications from people with impairments are encouraged.
