REQUIREMENTS:
a SAQA-recognized relevant qualification or an appropriate bachelor’s degree/advanced diploma (NQF Level 7) in finance/accounting. a postgraduate degree at NQF level 8 in the subject of finance or accounting for management. An important advantage is being admitted as a South African chartered accountant. a minimum of eight to ten years of senior management experience, as well as in-depth financial management skills in the areas of accounting, budgeting, reporting, asset management, and supply chain management.
Understanding of the Treasury Regulations, the Public Finance Management Act (PFMA), and the Preferential Procurement Policy Framework (PPPFA), two federal regulations that oversee financial management in government. ability to work erratic hours and travel widely. a driving permit that is current.
Competencies:
excellent understanding of budgeting principles, contract management, supply chain management systems, and financial management; thorough familiarity with Basic Accounting Systems, PERSAL, the Medium-Term Expenditure Framework (MTEF) process, policies, and controls in both the public and commercial sectors. excellent knowledge of macroeconomic policies and strategies (including monetary, fiscal, trade protocols, agreements, and microeconomic reform plans) that have an impact on the operation of public and private entities.
extensive experience in the implementation of supply chain management, financial accounting, internal controls, management accounting, business planning and design, performance measurement, and financial accounting (including GRAP/MCS principles). Possibility of developing positive working relationships with important stakeholders, including the National Treasury and the South African Auditor-General.
Proven strategy and leadership talents, programme and project management, people management and empowerment, and well-developed research and development processes are all required for senior-level management of and interaction with important stakeholders. Excellent verbal and written communication abilities. Honesty and integrity, a focus on the needs of the consumer, and time management abilities. The essential to this position is having excellent project management, problem-solving, report writing, computing, and analytical skills.
DUTIES:
In accordance with the PFMA, Treasury Regulations, and other financial-related guidelines, the successful candidate will supervise efficient, integrated financial services and supply chain management systems within the Department and offer strategic support and guidance to the Accounting Officer (Director General) and Programme Managers (Deputy Directors-General). Organise and make it easier to deliver financial management services. Create, put into effect, and oversee policies and procedures pertaining to financial services and procurement.
In order to assure compliance and advance sound financial management, oversee and take the lead in developing and monitoring the application of financial policies and procedures. Creating and maintaining the proper systems (models or forecasts of cost behaviour, information systems, analytical tools, and policies) can enable effective and efficient resource management. oversee and direct the department’s budgeting process in accordance with National Treasury regulations while keeping an eye on how funds are being used.
Ensure proper management of the assets (including their protection and upkeep) and liabilities of the Department. Provide an effective and efficient Supply Chain Management service within the Department. Monitor the provision of Supply Chain Management and assets management services. Oversee the provision of logistics and facilities to ensure the best possible use of fixed and movable assets.
settling within the stipulated or agreed date all contractual obligations and paying all money owed, including intergovernmental claims. Manage and keep an eye on the administration of salaries and the delivery of financial services. Make sure that the Department’s spending is in line with its Budget Vote and the major sub-dividends contained within. Manage and reduce the Department’s exposure to risk by keeping efficient internal processes and controls.
Control and keep an eye on the public entities’ compliance. Create management account reports, including quarterly and financial reports. developing innovative strategies to improve the administration and delivery of services with more cost-effectiveness and efficiency. Provide strategic and financial advice to the Accounting Officer and assist planning initiatives with the use of financial and management information analysis, reports, and recommendations.
coordinating the Department’s MTEF and Estimate of National Expenditure procedures. coordinating with the appropriate financial environment role-players on cross-cutting financial issues. coordinating with outside auditors and handling audit inquiries. Management of the Finance Chief Directorate’s financial and personnel resources in accordance with applicable law in order to fulfil the Department of Higher Education and Training’s strategic goals.
