SALARY: R1 162 200 per year (Level 13); comprehensive package of compensation. The compensation package consists of a base salary (which accounts for 70% of the total compensation) and a flexible component that may be arranged in accordance with the Senior Management Services (SMS) rules.

REQUIREMENTS:

The Pre-entry Certificate to the SMS, the Grade 12 Certificate, the B Proc (NQF Level 7), the LLB (NQF Level 7), the B Uris (NQF Level 7), the Advance Diploma in Estate Planning and Administration (NQF Level 7), and the Diploma in Deeds Registration Law are required of applicants.
5 years minimum experience in property transactions as an Assistant Registrar of Deeds, Deeds Law Lecturer, Deputy Registrar of Deeds, or Middle or Senior Manager.

specialised expertise:

extensive knowledge of the processes and procedures involved in the registration of deeds, the interpretation of statutes, the examination of deeds, research and information analysis, the rules governing human resources, the principles and tools of project management, the rules governing court proceedings, the rules governing supply chains, and financial management.

DUTIES:

Control the document and deed examination and registration procedure. Manage the inspection and registration of deeds in accordance with the Titles Act of 1986, and the Deeds Registries Act of 1937, as well as established practises, laws, and directions from the Chief Registrar of Deeds. Analyse examination standards and prepare a report for the registrar. Grant conveyancers hearings regarding examination-related issues and render decisions.

Give assistance with rural development in relation to registration issues. On request, provide advice to the courts regarding the viability of the applications. Comment on draught legislation and chief registrars’ directives pertaining to land registration and associated issues. control the process of execution. Accept demands for final black booking, hastened executions, and late executions. oversee and provide advice for conveyancing issues on deeds.

oversee the conveyancers’ execution register. oversee how the deeds are distributed and sorted. Monitor the workload, workflow, procedures, and standards, and put corrective measures in place to avoid and handle backlogs and difficulties. Control the turnaround times for the availability of deeds from the time of filing to the time of execution. monitor statistics, exception reports, and corrective action. Accept the request for a deed withdrawal. oversee the process manual’s updating.

Control library services and training and development for deeds. Create circulars and oversee the Practise Committee/Examiner Forum. Control the execution of the training and development plan for the deeds test. control library operations.
