JOB LOCATION: Pretoria

REQUIREMENTS:

A B Com Degree (NQF Level 7) with Accounting, Management Accounting, or Economics as a major topic and a B Com Hons or Post Graduate Financial Degree (NQF Level 8) will be advantageous in addition to Grade 12 (NQF Level 4) or an equivalent certificate. The National School of Government has approved the Nyukela Public Service Senior Management Leadership Programme, which may be completed online at https://www.thensg.gov.za/training-course/sms-pre-entry programme and must be presented before an appointment is finalised.

a Senior Management Service level experience requirement of at least five years. Budgeting, financial accounting, and management accounting for senior management (SMS). Special prerequisites (necessary skills): extensive understanding of departmental policies, decisions, and actions, as well as the larger intra-departmental activity in government.

Planning and organisation skills, continuous service improvement, strategic direction and management, the Public Finance Act, National Treasury Regulations, and public service/departmental financial systems are also necessary. The candidate must have the knowledge and expertise necessary to give direction on policy, strategic management, business processes, and people management.

Microsoft Office software, leadership, top-level management facilitation, planning, and programming expertise are also needed. The applicant must be able to assess situations, use conceptual reasoning to solve issues, and effectively communicate both orally and in writing. Honesty, integrity, hard work, firmness and fairness, ethics, intuitive thinking, being incisive and decisive, and being a good team member are desirable personal traits. The successful applicant shall be required to execute a performance agreement and shall be required to get a Top Secret security clearance from the Department of Defence.

DUTIES:

In carrying out his or her duties, the Chief Director of Budget Management (CDBM) will answer to the Chief Financial Officer. To manage and oversee the Chief Directorate Budget Management, CDBM must provide strategic leadership. To achieve this, the Service/Division where budget managers are hired must provide a thorough budget management direction, business strategy, budget, and cash flow plans for the implementation of the decentralised budget management function.

Offer the DOD a budget preparation service to ensure thorough budget parameters that are based on the department’s strategy and goal and that each year reflects a sound revenue division. ensuring that the budget submission is fully assessed, approved, accepted, and sound in accordance with the Treasury Guidelines on Preparing Budget Submissions, based on the Department’s strategy, plan, and priorities.

By monitoring all legislative reports, including early warning, adjustments budget, virements, and financial inputs to the financial statements that adhere to the PFMA, TR, and NT instructions/guidelines, you can provide budget control services to the DOD. Provide a budget management (budget and budget control) service to the DOD by establishing a thorough and sufficient organisational framework for budget management with qualified personnel.

Provide the DOD and subordinate entities with budget management systems, policies, internal controls, reporting, and oversight in compliance with the legal framework established by the government. Give the CFO adequate support and representation when it comes to budget management tasks. oversee and manage the establishment of a reliable labour and service system for handling member and staff concerns.
